To provide CIMIC knowledge, skills and tools pivotal to enhance the CIMIC Operators capabilities & to enable them to accomplish the complete range of Tactical CIMIC activities across the full spectrum of military engagement.

Description

The CTOC integrates the CIMIC Educational & Training landscape and it is aimed to enable selected and suitable participants to operate within a non-permissive and complex operational environment across the CIMIC domain. Graduates from the CTOC are awarded with a professional development skill identifier and the title of"CIMIC Tactical Operator Specialist". CTOC provides students the opportunity to increase their CIMIC knowledge and practical skills through Syndicate work as well as better experience the CIMIC Tactical OperatorSpecialist’s job at tactical level from a field perspective. Moreover, during the course, the students will enhance a thoughtful understanding of human behavior and an appreciation for mission oriented cultures and religions. Additional skills required to develop throughout the course include the capability to quickly provide an appreciation of the civilian operating environment in order to support the commander at tactical level and enhance his understanding of the social terrain in the operational area.

The CTOC features academic lectures/instructions combined with syndicate activities and case studies (first week), and concludes with a comprehensive field-training exercise based on a complex crisis in failed State (second week). During the course the student will be challenged to maintain his/her composure, apply logic, communicate clearly and solve problems in simulated harsh operational environments.

 

Aim of the course

Primary purpose: To enable military participants to engage all the civil local and international actors in support of the military mission assigned to the Commander at tactical level. CIMIC Tactical Operators are required as well to perform civil-military activities such as assessment and projects, support medical outreach and others gender oriented programs in a modern operational environment.

Secondary purpose: to create awareness for those organizations and individuals who have a vested interest in CIMIC activities.

 

Coursearchitecture

1st week: Basic CIMIC knowledge, classrooms lectures + syndicate work;

2nd week: residential, field training exercise at tactical level.

 

Subject covered

-      Catch up on NATO CIMIC Policy and Doctrine;

-      CIMIC Interaction with Civil Dimension;

-      Cross Cultural Competence and Gender awareness as key CIMIC Operational tools;

-      CIMIC interrelations with PSYOPS /INFOPS / Public Affairs;

-      Working with Language assistants, training and techniques of employment;

-      Understanding of the social terrain in the operational area;

-      Tactical questioning and INFO gathering;

-      Dealing with MEDIA;

-      CIMIC patrols & mission planning;

-      Communication/Negotiation principles and techniques applied to the Civilian and Military Interaction context;

-      Assessment and reporting of CIMIC information;

-      CIMIC projects;

-      CIMIC field experiences;

-      Land Navigation;

-      Field Training Exercise based on a complex crisis in a failed state.

 

Methodology

Theory: Formal/informal lecturess of 50 minutes aimed at the second and third cognitive level of instruction.

Practice: Syndicate works in the form of a discussion / exercise covering the daily subjects.

Field training exercise.

External contributions: Guest Speakers, Guest Instructors.

 

Learning objectives

Upon completion of the course students must be able to:

-     Handle CIMIC doctrine and associated concepts.

-     Describe the CIMIC capabilities currently  existing in NATO;

-    Perform the full range of the CIMIC activities at Tactical level in support of the Force Commander’s mission: CIMIC assessments, CIMIC projects, CIMIC Reporting;

-   Conduct Liaison with the Civil dimension in accordance with the established Liaison Matrix architecture to maximize networking capabilities with civil actors;

-      Interact with the civil dimension making use of communication and negotiation principles & techniques;

-      Cooperate with the military staff making using integrated procedures together with communication & negotiation principles.

 

Pre-requisites

The nominees should be military (OR5 to OF4) who are or will be appointed to a CIMIC assignment at tactical level.

The course is open to civilians, particularly Field workers within Civilian Organizations that might co-operate or interact with NATO forces.

Cost-effectiveness: number of students will be between 20 and 30, thus fulfilling NATO training standards in this domain;

Be familiar with safe weapon handling procedures and basic radio procedures (military personnel);

Have resistance capability to march over medium distances (up to10km) while being able to navigate across 3 waypoints within a short time-frame;

English language proficiency as depicted below IAW STANAG 6001:  SLP (2/2/2/2).

 

Personalqualifications

Course is open to NATO, Partnership for Peace, Mediterranean Dialogue, Istanbul Initiative personnel and Civilian personnel with a vested interest in Civilian and Military Coord. issues;

Military attendees must have attended amilitary school/academy:

-    Priority 1 will be given to military personnel assigned or selected for assignment to a CIMIC or CIMIC related appointment in a deployed NATO HQ or Unit;

-      Priority 2 will be given to military personnel assigned or selected for assignment to a CIMIC or CIMIC related appointment in a static NATO HQ or unit;

-    Priority 3 will be given to military personnel assigned or selected for assignment to a CIMIC or CIMIC related appointment in a National HQ or Unit.

Any other application will be scrutinized on a case-by-case basis. CVs are suggested to help the selection process. No sponsorship programs exist for this course.

 

Final test

The final ranking list will be issued by the CourseDirector based on the score of the cross country land navigation exercise, the outcome of the final test (multiple choices, based on the Course content) and the student performance evaluated by the Instructors.

 

Tuitionfee

Full course Tuition fee is:

-       € 200 for military & civilian MoD personnel belonging to MNCG contributing Nations;

-       € 300 for remaining personnel.

TuitionFee has to be paid through bank transfer to the bank account, no later than 3 days before the start of the course. Instruction will be sent to the participants.

 

(*)MNCG contributing Nations are: GREECE, HUNGARY, ITALY, ROMANIA, PORTUGAL & SLOVENIA.

NATO, EU or other Multinational HQs personnel, are not considered Partnership Nation members, independently of their own nationalities.

No sponsorship programs are available for this course.

General logistics information

Accommodation

All Italian military personnel will be accommodated in barracks quarters unless differently indicated.

The rest of participants must use the hotel. MNCG will provide a list of hotels that grant special fares to MNCG students. The hotels listed by MNCG will be connected to the course premises by a free daily shuttle bus(*).

Unless differently communicated, hotel booking remains a student responsibility.

 (*) if allowed by covid-19 safety procedures.

 

Transportation

Travel arrangements and costs are a student responsibility, including visa arrangement procedures for non EU citizens.

We recommend you to contact your National Authorities to find out what immigration provision applies to you.

Visa requirements

Every participant is required to check with his/her country’s appropriate authorities whether he/she needs a VISA for entering Italy. No invitation letters can be provided by this HQ;

 

Dress code

Combat uniform for military personnel, smart casual/casual for civilians.

 

Security clearance

The course content is “Non-sensitive information releasable to the public”.

 

Medical assistance

Medical Assistance is granted free of charge for EU nationals through the European Health Insurance Card or through proper document (contact your own National Health Service).

Non EU Citizens are advised to stipulate Medical insurance for the whole period.

 

Notes

We inform you that it is mandatory to have a valid COVID-19 Vaccination Certification "Greenpass" to access MNCG barracks.

A confirmation message will be sent to the selected students after the selection board. Please do not book any flight or hotels before receiving the confirmation message.
